I think it may have. I mean, what else could it be? You haven't attempted to update RO or mess with the files in any way?
Try turning your firewall completely off and running RO for a quick sec. See what that does.
What is the "insta-load application"? I'm still confused what the firewall has to do with the application if it's not opening at all. If it were a firewall thing wouldn't it fail once you try to connect to something?
