Since 6->7 is 40%, .4 + (.6*.4) = 0.64 = 64%

I was testing out the effectiveness of these things. Wow, with just 20 gears refined normally, I highest I would get is +8 without breaking them all. With this I got 3 +9's. D:

seems like it's because it's a different combo code (read: it's in a different code bracket) whereas the game engine treats wing's dual effect as reading the code twice thus requiring two items/cards...
