for winxp it's in your control panel under the users icon. If you're a system administrator or an administrator you have full read/write access.
If not, you have ot dig a bit deeper in that section to find out for sure.

Dagnabit... I wish I knew what the problem was. Though I thank everyone for their help!
Who knows, maybe it'll fix itself with the next patch.

we have not had the opperatunity to try that yet. We're busy this weekend, so thats out... I'll let you know when we do, if it fixes the problem or not. Thanks again
