Ah yes. Thanks for reminding me. I also got a second gold. I'm assuming that is to compensate for the supposedly allegiance points?

Yeah, gold is a pretty common trade out for allegiance points for neutral accounts.
Seasonal quests, allegiance based quests that allow neutral players to start them, etc.
