Ok, I think I've seen this error before. Try running setup.exe once, it will create the registery files for the game.
I'm surprised you don't have any folders in there, actually im surprised you don't have more files in there.
Edit: I just noticed you don't have a setup.exe! I uploaded mine for you here:

Sorry this is such a hassle, it's usually not that bad installing the game

hehe its ok i always seem to have bad luck with these things. muhahaha it works it seems. :|. thanks thanks..i dont know how all this wasnt in downloads. the working one i found was at ..i hope i can post this without being in trouble. http://ratemyserver.net/index.php?page=download_kROLinks .??there they seemed to have a working one for this month of sakray.?? I got to play later cause i got to work but if i have any problems inside ill let you know. Thank you for being so nice

It's perfectly fine that you post this, actually I have the same link in my download post. I might actually replace the sakura heaven link with the RMS one it seems more stable/convenient/updated.
