Even though Wiki has the right information, the words still confuse me.

Lets see some part of Drooping Pixie's description first.
????* Decrease aftercast delay by 5%

????* + Blue Fairy Wings: Decrease cast time by 12%
And Clock Tower Hat's.
????*Reduce casting delay by 10%

So is "Reduce casting delay" referring to "Decrease aftercast delay" or "Decrease cast time"?

Reduce casting delay is the same as decreasing after-cast delay/cooldown time.

It is a reduction of the delay after skills, sorry for the confusion.
