Curious... I still can't seem to connect to the low rate. Even checked if there was updates and nothing.

Make sure you click on the first option when you see the two servers. Where you able to log on earlier today?

I did. Every time I try to login, it always gives me the "Cannot connect to server" message, while on the highrate, I can login just fine.

Aye, same here; I cannot log in as well. I can only log into the test server which seems to be working fine.

Open your neoncube.file in your heRO folder and make sure the number is at 84, you can even change it to 83 and repatch.
Please repost if it didn't work.
