is it possible to have a piece of equipment that can only be carded with a specific card. I was thinking up possibilities for the custom cards and thought maybe one of them going on the cake hat or anniversary hat to increase the rate a bit or to change the item might be a cool effect.

Doubtful. I think the closest you can get is a card combo with like Whitesmith Card and Holgrehenn's Refining Hammer

The effect idea would work, but making a gear slottable with only 1 card would not. However you could have a quest or item of some sort that could combine them making a new item, but that is just circumventing the question. D:
