I see a lot of players use that gear, and I'm even more surprised to see it's bonuses on wiki, but there's no guide on it, so can anyone help me, at least let me know where the NPC location is...

Save Girl in Prontera. You have to do both of her quests to get the beanie though. It's pretty straight forward.

There's two Gonyrun looking NPCs in almost every town and dungeon. The girl in red is the SavePoint. In Prontera, she's standing on the right side of the fountain by the healer and Styla. You need to talk to her twice (The first time is the normal unlocking dialog) to initiate her quests.
