I've never had this happen before. It specifically stops once it hits 21% completion. Any suggestions?

No error message or anything, right?
It just stops and the process starts having a heartattack?
I suggest letting it reach that stage, and then wandering off or a little while. The % complete on that installer goes by files installed, rather than data installed. If I remember correctly, 21% is right where that 1GB data file starts being installed.

Heh, guess I should have been patient with it. I just let it run its course like you suggested, and everything worked just fine.
