Please remember, YOU HAVE TO HAVE EVIDENCE! If you have no proof your assumptions then do NOT post your report. For example a screenshot or frapper video can show someone breaking the rules.

I think the GM are better placed to make that kind of statement... no offense.
You can report something even if you did not have time to take evidence, we will not act without proof usually, but we can keep an open eye.
