it was up for 10-15 minutes just enough time for me to turn in the amulet for my hunter job quest and go to pron there were 10 people online

I really wouldn't expect the server to be up until 5:00 PM EST. Or so I think that's when Pandora would probably get home.
Just have to wait patiently until then.
Unless it miraculously pops up again, and stays alive.
