The quality and quantity of crazy merch items vary per event, as do those of auctions.
Just as we tend to avoid auctioning powerful high end gear that only the wealthy veteran will really be able to afford, we won't always crazy-vend low end items because it might dishearten players from participating.
After all, why waste time finding deranged merchants if they usually sell undesirable items?

Jubiesan found the crazy merchant! It was in cmd_fild06 (Fortress St. Darmain, West), and selling the following:
- 1 Dreamstone Axe
- 1 Hrungnir's Heart
- 5 Rough Enriched Ore
The merchant has set up shop again, this time in a dungeon good luck finding it!

~AisaK~ found the merchant! it was in iz_dun05 (lowest floor of Byalan Dungeon), selling 1 Sropho Card, 1 Sedora Card, and 1 Damp Card Album!
The Merchant set up shop again! It's in a place with dark creatures!
