Oops, forgot to update this, the crazy merchant was found on July 21 by Eckz and ShAvEnZ! She was selling 3x Reset Coupons, 1 Costume Stylish Cap, 1 Costume Flowers of Tanee and 1 OCA!
The merchant is hiding again, somewhere in the Kingdom of Rune-Midgard! Good luck finding him!

Hint: The Crazy Merchant is either in the Geffen, Prontera, or Mjolnir regions!

Seido found the Crazy Merchant! It was in Prontera Field 09 on the northwest area selling 1 OCA, 1 Enriched Elunium, 1 Sedora Egg (+100 of its food), and 1 Costume Green Winter Scarf.

The Crazy Merchant was found by PastorNube, Ghast and Gardel! The merchant was in Payon Cave F1, on the road to F2, selling a Strigoi Pet, a Costume Deviruchi Backpack and an Old Red Box!
The Merchant is hiding somewhere again, good luck finding them!

We had 2 crazy merchant lately and they were both found within an hour.
They were vending 3 blood branches, 1 royal gold bullion, and 2 heroic equipment boxes.
One was in Lutia field near a snowman, and the other is in Western Fortress St Darmain.

The Crazy Merchant is found by Davai. It is in the Prontera Library, selling Memory Book[1], Linguistic Book Hat, Gold and 5 Gift boxes.
This time the crazy merchant has setup shop again, following the theme of fire and ice with 2 thematic costumes! He's set up shop at a location that's "sort of" custom for heRO, but not really either. Where could that be? He's easy to find though since he's not disguised this time so he stands out quite a bit.
