Sorry I'm not a big fan of tricksters graphics in RO, since they don't have the same shading/outline it looks a bit weird in game.
Those graphic are free to use, the person who made them gave download link, thus its released and they are giving their permission for people to use them.
About the pinguin hat, we got an upcoming hopping filir that looks a bit like that, if it's any consolation.
