Suggestions on facial expression and what kind of eyes before I start inking?
I guess I got lazy at the bottom with the dress and the hair.

I agree with Aki. Or if not you can always do wide sharp eyes that would make her look more mature. Small nose still ofc. Icon_biggrin

Is it a banshee?

The blank expression makes it more mystic and mysterious like.

How bout instead of obvious facial features, try indentations for where the nose would kinda obtrude and where the brow and eye socket would be caved in and do some shadowing.
