I believe Schnell was refering to Glasses/Sunglasses[1] being a 0.25% drop each from the hatter, and hence, he doubts you'll be farming/harvesting them at any time in the near or far future.

Closest attempt to "farm" sunglasses and glasses is to farm hatter cards and do the hatter games as often as you can. That is as close as it gets to farm those rare headgears.
