Elemental Stones and Converter questions

Okay, so. Question one. If I have 10 of, say, Red Bloods, and I wanted to make a Flame Heart, how would I go about doing that? Does that require a Blacksmith? Or is there some NPC somewhere that can do it?

Question two, about the elemental converter things, that I just now found out about. If I don't actually have a weapon, does the elemental converter work?

You need a blacksmith to do that with Ore Reserch

if i was at home and not in the hospital i'd do it for free but im not getting out intill thrusday and probly wont be on intill sunday so if you ewant to wait a week then sweet, but i'd think payment for the mini furnus and like 5k for the fee if you get some one else to do it.
