What does this mean?

After I've downloaded the Sept patch and extracted into my RO folder, there's an error coming out when i double click the Hero.exe. It says that "This application has failed to start because binkw32.dll was not found. Re-installing the application may fix this problem."

Not sure exactly why you're missing this file, but I know how to fix it, download this DLL pack and drop the files in your RO folder.
