Depends, for some it's also the other way around: they take advantage of the summer to get a little bit of sun (enough to last a whole year underground playing games right after) and then when autumn is near, they come back

Well all of the above. Maybe people don't have time to farm stock for there venders or don't have time to set them up. Aka the 50-70+- vender population drop. When USA sleeps the population count also goes down like crazy, so without venders the low is usually 240ish.
