Exp Ratio Not What it Should Be

actually a lot of those quests are set up based on your current base level, and give a certain amount of exp based on that level, just enough to either get you close to leveling or level you up. the only way to change how much they give is to go in to the script and change the values there. the server rates do not change any experience given by npc quests.
