Thank you for the suggestion and ideas everyone. As said, we are in the process of developing an English test.
As stated, English is the language that must be understood and spoken at least on the server.
Once the test is developed and functioning we'll test it thoroughly with our test and dev people.
For now, if you see someone who does not speak English at all or breaks any rules of the server, please report it. You can always reach a gm thru our ticket sytsem which is available in GM's sigs.
For now closing this thread as this is not pertinent at this time.
