Is there safe enchants npcs for weapons and armours like example I saw rampage[3]+9 3% attack enchant, where is the npcs enchant for weapons and armour, how do they work? and do enchant npcs erase weapon and armour + upgrades?.

Malangdo, right side of the town. Needs Malangdo Coins, obtained from doing Malangdo Culvert instance with a party.

Malangdo enchanter does not erase refines or cards and it does not break the weapons. The armor enchanters in Faeheim and Prontera do erase any cards and refines and have a chance to break the armor they are enchanting. You can read more about the enchanters on the heRO wiki.

As Pereca said, Malangdo keeps your upgrades and cards so you do not need to worry about it.
