Holiday Quests have a time constraint so people don't feel they can sit around and try to figure it out on their own.

A time constraint of several days >_> which is ample time for people to figure it out or find someone who has.

Not all the time. Some people work and can only play on weekends, and even then it's rather limiting. Not everyone have a "normal schedule" either with nightshifts and other forms of unpredictable work.
