Yes, its still your mob, and its against the rules for someone else to start killing it as long as you're still there. Note however that somtimes it happens on accident that you walk into someone elses mob and lots of monsters switch target to you, by the time you see it its already too late. When that happens you should let it go, it happens to everyone. Remember that you don't own the map just because you're leveling there, others are allowed to level there too. However if someone is obviously doing it on purpose tell them to stop, if they don't take a screenshot and send it to the GMs using the ticket system and they'll deal with it.
As for the second question, yes I would say thats clearly against the rules. The rules says "Do not purposely kill other players outside of PvP/GvG enabled map via any means.". Report them using the ticket system, again a screenshot helps as proof if you can get it.

From another point of view, the issue of who a mob belongs to depends on who they're currently aggrod on. If you're leading a mob around, they're aggro'd on you, and thus yours. The minute you hide, you drop that aggro and they're free to run around.
The thing is though, if you're hitting them, they gain aggro but it's "rude aggro" because they have no way via AI to hit you back. When someone else comes in their range, and they switch to attack them, that second player gains their initial aggression. However, if you have grimtoothed them already before hand, your damage pile is already on that mob, and thus the question of who it belongs to suddenly goes into a gray area.
In one respect, that mob is yours because you hit them. In another, you hid and subsequently dropped all aggro, and they're going to hit someone else-- giving them a right to defend and not just sit there.
I agree if that they purposely go and hit the monsters before being attacked, that constitutes as KS. Dragging them away might just be a side effect of that person realizing you're there, and trying to run out of range-- or it could be on purpose. Another gray area.
The question about forcing you out of hide to get you killed is easily considered Griefing. That there's no question that you can screenshot, and then report that to a GM for it.

yes it is against the rule to sight and ruwatch whilst somone is farming agros. however if the manage to sight you without getting agros all over them then thats pretty pro and should be admired

If you hide, and the mob aggros onto someone else, you lose the mob.
They hold aggro now, and hence, the rights to it.
This also prevents sins purposely dropping their mobs onto people to keep them in line for when they GT.
As for the Sight/Detection of anyone outside of PvP/WoE, that is most definitely against the rules.
TPC mentioned the rule that covers this.

I doubt that. It's a common problem. Either you take a screenshot and die or you can't report. Yes, you are in a shitty position if you are being KSed.
