Personally, I use Old Picks which drop off Pitmana at a 100% rate on our server.

You get 50 steel arrows per pick as well as 100 rusty arrows which can get annoying but you can just drop or npc those.

And yeah... go read that arrow creation guide on RMS...

Ctrl + F => Steel
IGN:  Fellhound (usually here)

or     Circus of Values (occasionally)
