It doesn't mean that resolution is too high, it means that resolutions is not in 4:3 scale, for example most of notebooks have optimized screen resolution set to 1366x768, which is far from 4:3 >.< Sadly I have no cure fot it, at least yet. Except switching to window mode.

There is a way around it. You can use a third party software that gets the windowed screen and stretch it to become fullscreen. I used one when I was playing retro Atari-like games once, not sure what's called anymore though.
