Slyph, if you divide those numbers by 8(not sure) you'll get the amount in kBs xD
So that means a 177,4kB/s(ish) download and a 116,9kB/s(ish) upload.
I'd say that's a fairly good/normal download, at least on Brazilian standards

Just as a note, I don't think that site is that reliable.
I usually reach 380~425kB/s on IRC/DDLs and 70~78kB/s when uploading torrents :\

As you can see, that's quite a big difference on the download side.
