I have never heard anything about the GMs giving the items so I don't think it's true. But, I could be wrong.

As for the seal quest, no, it's disabled. The GM team is working on their own custom god item quest called, 'Pandora's Box." Not sure when it will be released but I don't think you will get a free level 4 weapon Icon_biggrin;
