The dex formula isn't included because it's an aspect of dex that is brought up in the novice training grounds. All of the mage skills from fire bolt to meteor storm to double bolt to anything that any mage class use, just tell you the cast time, they don't tell you the dex reduction. Just think as a general rule that for every 15 dex your cast time gets reduced by 10%. There are only a few skills in the game that are a constant cast time (memorize for profs is always 5 seconds no matter what you do), but for everything else in the game, if there's a cast time, dex helps reduce it.
