This is not a bug, this is the way its always been. GR Never reduces pvm damage, only in pvp. I think you meant SPiral Pierce by monster not reduced by Noxious (or something similar due to monster spiral being melee as mentioned above)

p.s. if you're sure its not working and things reducing neutral aren't reducing neutral I suggest you test it with deviling card which is known to work in pvm neutral
