Black Cat right now isn't giving you 3 agi even with the buggy script (it's giving you 3 def right now actually... typo of 3 dex compare to 3 def lol, the "x" and the "f") so double check where did you get the 3 agi from, if it's another equip or something. Extra hit and cast time reduction is only applied if you have the combo, so that part it's the description not the item that is wrong.
