Why find a mid point when cool-down(non-aggressive delay?) doesn't affect the skill's animation delay(aggressive cool-down) at all.This was tested a couple of weeks back.Therefore what you said doesn't explain where 1.5 came from.
The cool-down should be 0.8 or 1 second not 1.5 second. Unless some new information came up recently.
Seeing as the reboot is very soon(tomorow?). Please look into this , or else it will be wrong again for another month.
