I kinda thought of it as a way to determine who's on a GM watch list.

That's certainly weird. Players determine which other player should be watched by GMs now?

Er.... the stars aren't related to the reputation function at all as far as I know. The stars are simply part of the non-custom title based on post-count, I believe.

And, Loveless, the forum reputation is totally unrelated to RO. It's based on the forums we use here on heRO. Not sure how that implies anything about what was intended for Ragnarok in general.
