There is currently a repair undergoing on the sub-sea cable SMW4 which links Europe and Asia. The traffic has been rerouted through the Pacific but some customers may still encounter latencies.

/edit: hopefully when this is corrected, our lag will dissapear!

In short, it's the server's ISP.
