imho the only logical explanation for me would be the "ever-elusive carrot trick" so that people would still be voting for the next month each month... and even when a year has passed, if they maintain the shroud of information, they could better plan out voting distributions to average the months out and perhaps revisit the distribution of headgears...
personally i haven't voted on principal because i still feel i haven't gotten a solid response on the end goal of these recruitment strategies. Although votes on topsites do seem to get more ppl in, i feel that somewhat more serious/decent RO players would check out as much info they can get on a server before trying it out which means they will at least check out our RMS listing before joining it which means my review - which i should update soon - matters more than my votes for topsites...
and it's not like i can't use a GM service or all the stuff it has to offer, but before i can accrue those points i want to know that what i'm doing is indeed for the long run good of the server. There are costs and benefits that i need to weigh in, and short of a clear end-goal for server pop and management strategy i fear the people topsites draw in would only do more harm than good for this server i dearly love...
