1) If you're in the T&D group you will see we're working on more important things then what to do when someone has 20 Hill Winds that aren't used as Hatter Cards.

And as for making them Hatter Cards, wouldn't that break the system? The cards themselves would drop the price of hatters from the sudden flood of them in the market.

2) Seeing as how they can have the highest Single Target Magic Attack followed by buffs that allow them to play a lot of roles I really don't see what else they need access to, especially seeing as how they basically have access to everything a Wizard and Sage would.

3) Because that would be insane. This makes an easy way to make a slotted mid-gear. Yes there is a quest involved, but your asking for a DETERMINED slotted head-gear. Not a random chance.
