No, it's accurate, but it's not the overall chance to get that item to that upgrade. It's the chance to succeed from the previous level.

Let's stay you start with 1000 shoes.

+1 | 0.7 | 100% = 1000 left
+2 | 1.4 | 100% = 1000 left
+3 | 2.1 | 100% = 1000 left
+4 | 2.8 | 100% = 1000 left
+5 | 3.5 | 60% = 600 left
+6 | 4.2 | 40% = 240 left
+7 | 4.9 | 40% = 96 left
+8 | 5.6 | 20% = 19 left
+9 | 6.3 | 20% = 3.8 left
+10 | 7.0 | 10% = 0,3 left

So you see, to make a +10 you would need about 3000 shoes! That is, statistically of course, it could take much more or much less.
