missing quest guy thingy

well this guy here

supposidly tells you the wearabouts of the missing "Legendary Blacksmith," thus starting the "doom sword" quest. Yet all he says is "hello"

Am i missing something or is the quest disabled (I already talked to all the 3 sword npcs)

If you dont know what im talking about, its the quest to make the grimtooth, mystillian, and executioner weapons.
