Maybe he is Talking about the RMS Private server Tournament of 2009.
Which Included Low Rate Servers.

It wasn't RMS' tournament.
It was hosted by a private server, and RMS just decided to officially advertise it a lot, for some reason.

I don't think anyone from heRO fought in it. If they did, then I don't think they did on behalf of heRO.
