I'm going to put in a Circe-opinion here (which, as usual, doesn't necessarily reflect that of the whole team or whatever, just me)


There's really no point in GMs declaring a place "The Official RP Spot". As it is, most people will tell you that the RP tavern is just a free warp to Pront.
It's up to the players to have their "official" gathering spot. No one is going to listen to a GM going "You need to go here to RP!". It's the players deciding and players pretty much recruiting to whichever spot that'll make it an RP spot.
It's sort of like guild home towns, I suppose. It's the players who make it such.
