All of the pallets that are shown above are taken off of ratemyserver's Amber Dye selection [77-303]

All of the servers I've played on in the past had all 77-303 pallets. I don't know how it works but doesn't the server "come with" these? Or can't they just pick and choose which wants they want implemented?

Like I said, I don't know how it works, but can't they just take them off of something rather them "make" them?
