sooo why start the 3rd wave when the 2nd wave still crashed?

isnt the wave started manually by the GM?
if not, why there's lot of random delay between phase on each ToH?
its up to the GM whenever to start the wave, right?

well i do wonder why the player and the monster didnt automatically ressed on 2nd phase after the 2 min passed (or maybe its need another command from GM for this one), but again, why the 3rd wave started that time?
