Mimic clip's selling point is that they aren't race specific. Depending on what you farm, you may only end up with plasma + mimic as your only possible farming accessories, so you end up using it because it is the last resort, or you have 4000 of each resist potion already that you might as well use mimic over plasma.

2 equipment dropping the same item on chance is not rolled twice. The effect on a lower percentage is completely ignored. It's not even rolled. So if you have Easter hat and mimic card, the mimic card's 0.1% is just ignored by the game, as if one of your accessory slot is empty.
