what about making a few new items (not wings,can be existing items from the database eg) available through toh vouchers?
Could also be allegiance specific ones.

this wouldnt need much work (questscripting and stuff) and might
1.help make allegiances more varied and meaningful
2.get all/some of those veteran players who already have all the gen 5 wings they want/need back to the party
