Inside a building located at the center of Einbroch, City of Steel.
(Walk Forward till you see a NPC in a small room without door.)
Talk to Master Miller to signup for the job quest. He will ask you to find another NPC in Payon.
How to get to Einbroch: Take the Izlude airship (1200z). Exit at Yuno. Go downstair into the terminal, talk with the Airport Staff to take the airship to Einbroch. Exit at Einbroch.
Requirements: You must be a novice at job level 10 in order to start the quest.

From Payon's South Entrance, go across the bridge and then keep walking East.
