Yes, but then it punishes the whole server with reduced rates if you fail at an optional event? Destroying the rainbow bridge wouldn't even really affect Midgard in an immediate sense anyways (though if Surtur brought his fire to Midgard to cleanse it that would be another issue) so it doesn't REALLY make sense for the "world" to suffer because some people failed to kill a monster in another realm.
Lowering rates just seems like a mean way to punish the whole server. I know that it makes it "more interesting" but it's a video game - failing doesn't need to have realistic consequences. If it did then you should remake your character any time you die (that would make it less lame after all the buildup of leveling to fight bosses, no?).
