Why do we need to travel around (and pay the warp fee) just to get them.... which is why I included "convenience" in my original question. Would this change it negatively impact the gameplay?

Edit - I guess another way to phrase my question is... Why shouldn't they be added to all tool dealers in ALL towns for convenience? If they are already available a select few, what's wrong with asking that they be added to all the others as well?
