Questions about the ranking system on CP

I have a question about the ranking information on the control panel.
I've noticed majority of the 99/70 of a certain class looks like the base exp and job exp has capped out.
Most for base is capped at 343,210,000 and the job is capped at 213,852,071.

Now my question is, is this just the CP's cap that it can go as high to or anyone still climb the ranks after they have reached these numbers?

Also, I've noticed some people's characters don't show that capped amount but lower exp amounts on both or either base and job.

Can someone explain to me how this works? Also, players that are banned from the server, can they be removed from the CP so it reduces a little clutter?
