Due to a mistake in the NPC to close Lutia, where lutia01 and lutia02 were included in the list of areas to be closed despite being permanent additions, the region will remain open until next reboot.

However, please note that some NPCs will be hidden, either because they died during the Siege of Lutia, or because they are no longer in the region.
